The building of the Oregon Coast Highway was a momentous project because of the state’s rugged land with rocky bluffs, forested mountains, and numerous rivers, ravines and gorges -- all of which had to be either penetrated or crossed. Furthermore, must of the approximately 400 miles of coastline had yet to be surveyed. In fact, only about three miles of the entire Oregon coast was paved - a section south of Tillamook between Hemlock and Beaver. Beyond that, no roads existed on the central coast between Tillamook and Coos Bay, a distance of roughly 120 miles.
